Is wand spam considered cheese?

Obviously the definition of cheese varies from person to person, but I would like to see what the general idea is.

Most of my combat has just devolved into fireball wand spam, as they are so strong and I found so many.

I do consider monster summon wand spam cheese, because that is broken, but the other types I am wondering about
