NPCs fixed vs flexible starting experience

Currently recruitable NPC's experience is determined by the protagonists experience on recruitment. Some people (mainly power gamers) prefer this in that they can specifically recruit characters at a low level then customise a min/max NPC in terms of weapon proficiencies and so on or a dual class.

There is also an argument that some NPCs could be made more popular if for example they had a specific starting level. So for example, would Rasaad or Xan be better if they started at level 5? The downside to this is that in some situations they may be a lower level than normal depending upon when you recruit them.
