How much XP is needed for a level 6 Neera?

So I went to pick up Neera and she's STILL level 4!
Party:
Cleric/thief charname 5/5 with 14591/14591 (almost 30k) XP
Baeloth 6 42.6k XP
Khalid 6 35.6k XP
Jaheira 5/6 21.7/21.7k XP

Has anyone observed if its based just off charname? Is it reading only charname's first XP value of 14591 and not adding them together?

I picked up Rasaad and he was 6 so assumed Neera would be too.

Ill go try Dorn now.
