Rasaad Neera and Dorn - Conservation triggers

I'm in chapter 3 now and all those new NPCs have gone rather quiet for a while now.

Is there anything special that triggers their conservation?
Does it depend on the chapter I'm in?

Or whether I have done their personal quests?
Or how long I rest?
